Digitising public-sector workflows without a five-year programme

Large modernisation programmes fail in familiar ways. Narrow, well-chosen workflows deliver value inside a budget cycle and build the case for the next one.

Public-sector technology has a scale problem. The instinct is to solve everything at once: one integrated platform, one procurement, one vendor, one go-live several years away. The record on these programmes is not good, and the reasons are well documented — requirements drift, leadership changes, and the value arrives too late to defend the spend.

There is a different shape available, and it is considerably less exciting: pick one workflow, digitise it properly, and let the result argue for the next one.

What makes a good first workflow

Not every process is a sensible starting point. The ones that work best share a few characteristics.

  • High volume and repetitive, so improvement compounds quickly and is visible within a quarter.
  • Contained ownership — one department can decide, so approval does not require coordinating four mandates.
  • Clear success measure, such as turnaround time on an application, that was already being reported before the project.
  • Low integration burden at the start, with integration planned as a second phase rather than a precondition.

Design for the person at the counter

A system that is faster for the department but slower for the citizen has not improved service delivery. It has moved the queue. The measure that matters is end-to-end: from the moment someone submits a request to the moment they have an answer.

That focus also tends to produce better internal systems, because the clearest way to shorten the external wait is to remove the internal hand-offs that were never adding anything.

Plan the handover from day one

The most common failure we see is not technical. It is a system that works and nobody owns. Before a project starts, it should be clear who maintains it, who holds the credentials, where the code lives, and what the support arrangement is after the implementation partner steps back.

We build with that handover in mind, because a solution the client cannot take custody of is not really theirs — and dependency is not a business model we want.
